Online extra: Read the claim. Tuszynska, a Riverside-based attorney representing Nancy Holtgreve. Holtgreve alleges that the city fostered and perpetuated a culture of unwanted sexual harassment of women by male police officers. No delay is permitted if there is no basis for contending a public record is exempt from disclosure, Francke said. Holtgreve, who serves drinks at the Spearmint Rhino, alleges that officers James Dobbs and Lamont Quarker were a part of a group of officers that sometimes frequented the club while on duty.
Holtgreve also alleges that other officers and employees of the Spearmint Rhino had sex at the union building. Occasionally several employees of the Spearmint Rhino and several officers would engage in sex together at the union hall, according to the claim. Holtgreve alleges that Dobbs introduced her to Quarker, a narcotics officer who she said insisted that they have sex as well. Holtgreve says she became pregnant in July , and realized that Dobbs had fathered her child while they had sex at the union building.
She alleges that while pregnant, Quarker contacted her to find out if he fathered the baby, and then took Holtgreve to the narcotics room again for sex. According to the claim, after Holtgreve delivered a son in March, Dobbs used his position as a peace officer to intimidate and threaten her. The violence allegedly escalated when she told Dobbs she believed his daughter should know that she had a brother. A DNA test was conducted and determined that Dobbs had fathered the baby but Dobbs refused to pay child support, according to the claim.
She claims that the threats and violence increased to the point where she went to police officials in April because she feared for the safety of her newborn son and teenage daughter. The claim says that on May 8, Dobbs called Holtgreve and was verbally abusive and threatened her because he had become aware that she had contacted Internal Affairs.
Holtgreve also alleges that there was a subsequent attempted burglary at her Chino residence. The claim alleges that the Police Department and the city were aware that Dobbs was terminated from the California Highway Patrol because of allegations of dishonesty. Kling launched an internal inquiry in May that led to six officers being investigated. Four remain on paid administrative leave. By Josh Dulaney josh.
