A man was arrested on DUI and other charges on Sunday after crashing into a motorist on Route 8 in Waterbury, injuring four people, and driving off the highway and down an embankment. Troopers claimed that they could smell alcohol coming from his breath. Santiago was asked to take field sobriety testing and initially was compliant. State police claimed that he refused to finish the first test and was arrested on charges of reckless driving, operating a motor vehicle under the influence of alcohol or drugs and interfering with an officer. He was then held on a remand to custody order and was expected to go before a judge in Waterbury Superior Court on Monday.
