To browse Academia. This paper examines the unintended consequences of the installation of CCTV cameras in Mogadishu, particularly for shopkeepers who have become targets for terrorist attacks. Following the implementation of a government plan in to enhance security through CCTV surveillance, there has been a noticeable increase in threats and violence against small business owners, particularly from the insurgent group Al Shabab.
The escalation of attacks has led to fear among shopkeepers, resulting in business closures and a grave impact on the local economy. In , the Somali government implemented a new plan to install CCTV cameras on major roads, hotels, restaurants, houses, and small shops. The purpose of this plan was to prevent both minor and major crimes, as well as counter terrorist attacks.
However, since the implementation of this plan, there have been several terrorist attacks targeting restaurants and small shops. Despite the lack of response from the government, shopkeepers in Mogadishu continue to face threats from terrorists due to the installation of CCTV cameras in their shops. Al Shabab, an insurgent group affiliated with al Qaeda, has been fighting in Somalia for nearly two decades. The group holds significant influence in Mogadishu, the country's most populous and capital city, and has carried out numerous successful suicide bombings resulting in the deaths of thousands of Somalis.
Despite this, attacks on small shops, such as kiosks, have not been frequent. However, since the installation of CCTV cameras on these small shops, the group has shifted its primary targets to shopkeepers. Warning and threat messages have been sent to shopkeepers in several districts of Mogadishu since October Several shopkeepers have been killed in their businesses, and many others have been bombed. These horrific and reckless killings have instilled fear in the shopkeepers and resulted in the closure of many businesses in several districts of Mogadishu.
