I've seen plenty of shows that were eps per season and absolutely had no idea what to do with that run time. I've seen 24 episode shows that should've been 12 episodes. Hell, I've seen 24 episode shows that should've been 6 episodes.
One of my favorite shows of all time, Bomberman Jetters , is two 26 episode seasons. I love the core plot, but so many of the side episodes are notably worse to the point that you're really just sitting there waiting for the show to get good again, which wouldn't have been an issue if the show was two seasons of 13 episodes instead.
On the other hand, 12 episodes is plenty of time for any competent writer to explore an entire cast. That's four hours of time on the short end and ten to twelve hours on the longer Netflix-y end. However, if the writer is good and the cast is large, then 12 eps might not be enough because their world is too good, but nobody does 24 episode stories anymore for syndication.
