It doesn't take much to be considered rude. In fact, for some it seems to come quite naturally. I like to think of us folk in the Pacific Northwest as pretty tolerable for the most part. Most in the Northwest would think people form New York and New Jersey are considered rude by default, but they're honestly not. They're straight and to the point.
If you're being a jerk, they'll tell you to your face. It doesn't mean they want to punch you, it just means that they're noticing how you're acting and they'll tell you letting you know to check your attitude as a courtesy, so-to-speak.
We're a lot more passive-aggressive here in the Northwest. We hide our rudeness with sarcasm and pent-up aggression that can cause someone to burst. Or wait it out and then cuss them out when they're in their car or something.
