An efficient crew assigned here will keep the reload times low. Off duty crewmen should be assigned here. It should be used to engage lone merchants, targets not worth a torpedo or crippled ships that require a coup de grace.
When that is not possible, the flak cannons should give any attacker something to worry about. There will be war, and the Kriegsmarine, not fully prepared, must still challenge the Royal Navy.
